Trying to setup GTK+ 3.0 on Codeblocks Win7. Having some trouble finding exactly how to do this. The GTK website directs you to msys2. It seems there was once a direct download on the GTK site for. These instructions all assume you are using Windows 7 or later. For older versions of Windows, you will need to do a custom build of older versions of GLib and GTK. Using GTK from vcpkg packages. WARNING: The vcpkg packaging is not maintained by the GTK team, and it uses a different build system than the one used by GTK.

I want to use the Gnome GLib in a Windows environment using the free MinGW compiler to develop in C. The problem is, I have absolutely no idea how to compile this library. Would any of you please explain what tools are needed to accomplish this and what instructions need to be followed?

You need to use MSys, it is downloadable from MinGW site. Using MSys you will be able to build GLib: http://www.mingw.org/wiki/Bootstrapping_GLIB_with_MinGW
